Frank Mess, Ph.D.
President & Chief Executive Officer

Since its founding in 2006, Frank has served in a number of roles for Qoil Technologies, with a primary focus on market strategy and fund raising. Frank is an expert in commercialization of technology and has taken numerous products to market from concept through production. Frank began his career at Lucent Technologies Bell Labs developing and manufacturing cutting-edge optical components for high-speed fiber optic networks. Prior to joining Qoil, his roles have included senior management of operations, R&D, and engineering functions. Frank completed his formal education with a doctorate in mechanical engineering from the Georgia Institute of Technology. Frank also serves on the Board of Directors for Qoil Technologies.

Terry Wilson
Vice President, Operations

Terry’s career includes 20+ years of operations, engineering and business development experience with Fortune 100 companies and privately held firms. Terry began his career with Texas Instruments automating production processes for TI’s defense systems division. While with PepsiCo and IBM he led logistics engineering and supply chain operations teams supporting national and global expansion. His roles included general management of IBM Asia Pacific distribution and development of IBM’s global logistics engineering organization. Terry also held general manager and engineering management roles with PepsiCo Food Systems during the launch of PepsiCo’s consolidated foodservice distribution company in the 1990’s. From 2001 to 2008 Terry consulted for clients across a wide range of industries combining fundamental process engineering and proprietary data analysis & decision support tools to develop customized supply chain solutions. He has participated in the launch of several new ventures and in 2005 incorporated mergers & acquisitions services into his consulting practice. Terry received his BS in Industrial Engineering from Mississippi State University in 1984.

Luis M. Nelson, Ph.D.
Vice President, Engineering

Dr. Luis Nelson specializes in the design, development, and production of high technology components and systems. Prior career experience includes research, design and development in the opto-electronic industry with Lucent Technologies, YAFO Networks, and MEMS Optical. He has worked internationally on major engineering projects including work with the Panama Canal Commission. Dr. Nelson has also held several positions on academic faculty including Professor in Mechanical Engineering at the Technological University of Panama, and as an adjunct professor at the Panama branch of Florida State University. Dr. Nelson received a M.S. in Mechanical Engineering from University of Iowa under a Fulbright scholarship, and ultimately his Ph.D. in Mechanical Engineering as well as a M.S. in Industrial and Systems Engineering from Georgia Institute of Technology.
